This is a Samoan Taupou, which is usually a young woman who is chosen to be the primary hostess by the Samoan Matai (cheif). She is in traditional headdress called a Tuiga, with red markings on her cheeks and wearing an authentic ula nifo (tooth necklace).
A Taupou will usually lead a Siva (samoan dance).
